Remarks on LGBTQ+ issues at status conference of the Police reform…

Good morning. My name is Pedro Julio Serrano and I’m the founder and president of Puerto Rico Para Todes (Puerto Rico For All), a nonprofit organization that works to ensure that LGBTQ+ people are treated equally under the law. I also work as Development Manager of Waves Ahead Puerto Rico and a member of a united front of more than 60 organizations that are advocating for the government to instrument equity for LGBTQ+ people in Puerto Rico.

I come before you today, honorable Judge Francisco Besosa, to address this honorable court on important matters on the implementation of the Agreement for the Sustainable Reform of the Puerto Rico Police Bureau.

For many years, we have been trying to work with the Puerto Rico Police Department and the Technical Compliance Advisor (TCA) on the Puerto Rico Police Bureau’s implementation of the Agreement for the Sustainable Reform of the Puerto Rico Police Bureau.

During the past year, we have been active members, at our request, of the United Against Hate (UAH) initiative that was started by the United States Attorney’s Office of the District of Puerto Rico. It all started by the frustration of many years of not being able to continue the work to make sure that the reform of the Police Department complies with the safeguarding of the civil rights of LGBTQ+ people in Puerto Rico.

Since then, we’ve had several meetings with the understanding that after this Pride season, we will continue our scheduled meetings to continue to work on the issues surrounding the Police and the LGBTQ+ community in Puerto Rico.

As part of those efforts, we were just notified this week, that an LGBTQ+ liaison has been named at the Public Security Department led by Alexis Torres. This is a welcomed starting point to make sure that we have a holistic approach in dealing with cases involving LGBTQ+ people in the respective agencies affiliated to this department, including the Police.

Even though there is a united front, as part of the UAH initiative, of several federal and statewide agencies, the Police Chief has never participated. We’ve had executive individuals from the federal agencies, such as FBI, US Attorney’s Office, HSI, US Marshalls and state agencies, such as Department of Justice, Police Reform Office, Public Security Department, Corrections Department and the TCA.

Even though, the lines of communications are open, the plan to move forward is still on the fence. Please let me bring to your attention the following issues:

• We proposed the creation of an LBGTQ+ working group per agency, both state and federal, to address specific issues per agency, including, but not limited to, the creation and offering of training; reviews of protocols and standards; discussion and follow-up on specific aspects of each agency. It hasn’t happened.

• We proposed a calendar of work meetings to address specific issues per agency, both state and federal. It has not been issued.

• We asked for a calendar of trainings on LGBTQ+ issues per agency, both state and federal and which personnel has been trained. It has not been materialized.

• We asked for a calendar to review the protocols and standards on LGBTQ+ issues in each agency, both state and federal. It has not been created.

• We asked that a liaison position with the LGBTQ+ community be created in each agency or that a diversity, equity and inclusion committee be instituted that can address the needs of our communities. Only the Public Security Department has created such position and only it was done a few days ago.

• We asked to know how statistics and identities of LGBTQ+ people are classified, collected and used in each agency.Our request hasn’t been answered.

• We asked to establish a direct line of communication with the Office of the Federal Monitor of the Police Reform to outline strategies for compliance with the parameters of the reform regarding LGBTQ+ issues. It hasn’t happened.

• We asked to create an independent and citizen entity to evaluate protocols, training, complaints and situations that occur around LGBTQ+ people in the Police Department and the Corrections Department. It is being evaluated.

• We asked for ongoing meetings with the agency and LGBTQ+ members. It hasn’t happened.

• We asked to the Police General Order 624, which is from April 2018, to be updated. It hasn’t been reviewed.

• We asked to know how reports on hate crimes and crimes against LGBTQ+ people are being conducted by the Police.We have no answer.

While all of this is still on the table, with no plan to move forward; we are still being subjected to the violation of our civil rights.

In March, there were two interventions with undercover agents in Ocean Park and Levittown. They targeted gay and bisexual men, arrested them and cited them to appear at a district court at a latter date. The men that were intervened in Levittown appeared in court and all the cases were dismissed by the judge because of the improper citation by Police officers, as well as fragrant abuses. The cases in Ocean Park didn’t get to see a judge because the Police Department decided not to show up because of what transpired before where the cases were dismissed.

Please let me showcase what happens in these interventions: the Police uses goodlooking undercover agents, dressed in shorts and tight shirts, to lure unsuspected men into engaging with them. Once they interact, they arrest them and violate their civil rights. This practice was discontinued since 2016 and it was restarted earlier this year. After a discussion, with federal and state executives in attendance at a UAH meeting, Secretary Torres issued an order for these interventions to be stopped.

This past weekend, a trans tourist was brutally attacked in Santurce. Not only she was robbed, but also, she was sexually assaulted. We found out about it through the press, and we contacted the officials. She decided not to continue pursuing the case because of the language barriers, but also because she felt revictimized and not heard when she asked that she had a rape kit performed without the presence of police officers. Her request was not respected, and she declined medical care and declined to continue to pursue justice in her case. This is why we need for Police to work with our organizations to make sure that the survivors can receive proper, sensible and respectful care once they’re targets of crime and violence.

We continue to be revictimized by the erroneous reports when bodies of trans and gender nonconforming fatal victims of crimes are identified without recognizing identities. The protocol dictates that the Police report states that a PERSON was found without identifying the gender, but the Police continues to state that “a man with woman’s clothes” was found.

Adding salt to the injury, they use the person’s deadname to identify the victim, instead of using the name by which the person identified and the correct pronouns. This shows that there is an inadequate handling of trans and non-binary people by the police. 

Another mishandling of a hate crime was the murder of Roberto García. His death was not reported as an LGBTQ+ person, as it is required, and a previous conviction of Garcia as a sex offender was reported to the press when it had nothing to do with his murder or the motive given by his killer. This is unacceptable.

To compound all this, we are still waiting to hear back from the Police about the status of these recent killings of LGBTQ+ people: Alexa, Kevin Fret, Eddie Xavier Morales Rodríguez, Uvita/Chanel Pérez Ortiz, Luis Angel Díaz Castro, Africa Parrilla and Angel Javier García. We have information about several killings that happened at the rest stop near the Monumento al Jíbaro where the Police identified a gang committing these murders, but nothing has happened since then.

One of our major frustrations is that when we have spoken to theTCA and the representative of the US Department of Justice about all of this, the answer is always the same: we must wait until each case is closed to monitor how the Police acted and to evaluate the use or misuse of their protocols. While this might be the way it has been conceptualized, in practical terms, this is unacceptable and useless. Our lives are in danger. We need an active monitor office so we can effect change. We need actions now, not after our rights are violated.

We are willing and able to continue to try to work with the Police to make sure that the civil rights of LGBTQ+ people are respected, but also that the reform is complete with the safeguard that our rights are going to be protected and that we can, once again, trust the Police. We are willing and able. We need the same commitment from the TCA and the Police.

Pide investiguen todos los ángulos en asesinato de Víctor Enríquez en Santurce…

El activista de derechos humanos Pedro Julio Serrano pidió, hoy, a las autoridades federales y estatales a que investiguen todos los ángulos en el asesinato de Víctor Juan Enríquez Díaz en Santurce.

«Este asesinato es el cuarto de una persona LGBTQ+ en lo que va del año. Esto es alarmante, por lo que pedimos tanto a la Policía como al FBI a que se investiguen todos los ángulos, incluyendo el de odio, por tratarse de un miembro de nuestras comunidades LGBTQ+. Sus protocolos exigen que así se investigue cada caso en contra de una persona LGBTQ+. Esperamos que cumplan con su deber y se haga justicia en este caso», aseveró Serrano.

El portavoz de Puerto Rico Para Todes recordó que ha habido un incremento en la violencia en contra de las personas LGBTQ+, con cuatro asesinatos que han sido reportados en lo que va del año.

«Este incremento en la violencia no se da en un vacío. Los grupos fundamentalistas, liderados por Proyecto Indignidad, nos han declarado la guerra. Su retórica, acompañada de sus acciones de odio, en contra de nuestra comunidad LGBTQ+ está incitando a la violencia en contra nuestra. Basta ya de demonizar a nuestra gente. Su odio tiene consecuencias fatales y reales en nuestras vidas. Basta ya», concluyó Serrano.

Nombran enlace con la comunidad LGBTQ+ en Departamento de Seguridad Pública y sus negociados…

El activista de derechos humanos Pedro Julio Serrano se mostró, hoy, complacido con el nombramiento del jefe de personal del Departamento de Seguridad Pública, Jayson Torres, como el enlace con la comunidad LGBTQ+ en dicho departamento.

“Estamos agradecidos con el nombramiento de Jayson Torres como Enlace con la Comunidad LGBTQ+ en el Departamento de Seguridad Pública. Confiamos en que podamos colaborar para instrumentar los protocolos y órdenes que atienden los asuntos LGBTQ+ en los negociados que componen dicho departamento y se hagan valer los derechos civiles de nuestra gente”, aseveró Serrano.

Por su parte, el secretario del DSP, Alexis Torres, expresó que «en el Departamento de Seguridad Pública fomentamos la inclusión y tenemos el firme compromiso de continuar trabajando junto a la comunidad LBGTQ+ para una respuesta efectiva en los casos que nuestros primeros respondedores atiendan salvaguardando los derechos de todas las partes. A tales efectos designé a Jayson Torres como enlace del DSP y todos sus negociados para canalizar los procesos de acuerdo a los protocolos  establecidos».

Este enlace coordinará la respuesta del departamento de Seguridad Pública y sus negociados en asuntos relacionados a la comunidad LGBTQ+, incluyendo revisar los protocolos, órdenes y adiestramientos. Además, servirá de punto inicial de contacto con las organizaciones LGBTQ+ para atender con premura, sensibilidad y respeto los casos en los que se vean involucradas las personas LGBTQ+. 

«Como enlace del DSP y todos sus negociados próximamente coordinaré una reunión inicial con el enlace de la comunidad LBGTQ+ y las organizaciones comunitarias para establecer el plan de trabajo de acuerdo a los protocolos y reglamentos del Departamento para garantizar sus derechos. Asimismo, en el Departamento estamos receptivos a escuchar sus inquietudes y atenderlas con premura. Esta designación es el primer paso», destacó, por su parte, Jayson Torres.

With over 33 million Latin Americans belonging to this community (Statista, 2022), Latin America has witnessed a continuous, vibrant, and fierce movement of LGBTQ+ activism, where individuals and organizations keep emerging to champion the rights and dignity of sexual and gender minorities.

While progress has been made in acknowledging the LGBTQ+ community as a viable consumer segment, there is still work to be done to ensure authentic and inclusive representation. These activists have played a crucial role in challenging societal norms, advocating for legal reforms, and fostering acceptance and inclusion.

This text delves into the remarkable stories of Latin LGBTQ+ activists who have been at the forefront of this transformative movement.

Amaranta Gómez Regalado

Latin LGBTQ+ Activists

Amaranta is a Muxhe indigenous Zapotec activist hailing from the city of Juchitán de Zaragoza, Oaxaca, Mexico. With over 19 years of experience, she has been actively engaged in social activism at the local, regional, and international levels, focusing on issues such as health, sexuality, ancestral gender identities, human rights, and cultural promotion.

Amaranta is the founder of Colectivo Binni Laanu A.C., an organization dedicated to advancing the rights and well-being of marginalized communities. She made history as the first Muxhe/trans candidate for federal deputy under the former political party Mexico Posible, recognized by the Federal Electoral Institute (IFE) with the name Amaranta Gómez Regalado.

Additionally, Amaranta is a member of the Country Coordinating Mechanism (CCM) of the Global Fund to Fight AIDS, Tuberculosis, and Malaria in Mexico, representing the Muxhe/trans community. She serves as the current regional secretary for Muxhe/trans issues in ILGA-LAC (International Lesbian, Gay, Bisexual, Trans, and Intersex Association) for Latin America and the Caribbean.

José Parada

José is a historian, writer, LGBTQ+ activist, and Chilean politician. In June 2010, he gained recognition following the publication of an article titled “Gay Marriage in Letters” in the newspaper The Clinic, where a series of email exchanges between him and a family member defending the idea of same-sex marriage were published.

In 2011, Parada began his career as an activist by joining the Movimiento de Integración y Liberación Homosexual (Movilh) and becoming a spokesperson for the organization. He gained significant media attention after the assault on teenager Daniel Zamudio in March 2012, in which Movilh played a crucial role in highlighting the need for stronger laws and harsher punishments regarding hate crimes.

He served as a councilor for the commune of Providencia from 2012 until his resignation in November 2020.

Diane Rodríguez

Diane is a human rights advocate and LGBTQ+ activist whose work focuses on advocating for the rights of the LGBTQ+ community. In 2017, she made history by becoming the first transgender alternate assembly member in the National Assembly of Ecuador. She has held leadership positions as the president of the Silueta X Association and the Ecuadorian Federation of LGBTI Organizations, both dedicated to defending the interests of the gay, lesbian, bisexual, transgender, and intersex communities.

Diane Rodríguez’s activism and legal battles have had a significant impact on the recognition and protection of transgender rights in Ecuador. Her tireless efforts continue to inspire and advocate for the rights and dignity of the LGBTQ+ community.

Erick Iván Ortíz

Erick is an activist from El Salvador who has emerged as one of the most prominent young progressive voices in his country and Central America. He serves as the President of the Youth Council at the United States Embassy in San Salvador and is an avid political commentator in the media.

Erick was formerly a member of the conservative political party, Alianza Republicana Nacionalista. However, he has notably publicly opposed the discriminatory policies of the party, ranging from initiatives that threaten LGBTQ+ rights to attempts to censor content that promotes the visibility of sexual diversity.

Pedro Julio Serrano

Pedro is one of the most visible Latin activists for LGBTQ+ rights on the international stage. Through his work with Puerto Rico Para Tod@s, which he founded in 2003, he has driven significant advancements in public policies for his native Caribbean American colony.

As a leader of Puerto Rico Para Tod@s, in 2014, Serrano joined forces with Lambda Legal in a federal lawsuit alongside same-sex couples to legalize marriage equality. Following the legalization of same-sex marriage in the United States in 2015, a federal court ruled in favor of Puerto Rico in the same year.

Pedro’s advocacy and leadership have made a significant impact on the fight for LGBTQ+ rights in Puerto Rico and have elevated the visibility and recognition of the struggles faced by the LGBTQ+ community, both locally and globally.

These are some of the few names who are actively fighting for community rights, but there are thousands of Latin LGBTQ+ activists who play a major role in reshaping attitudes, challenging discriminatory laws, and fostering inclusive societies. As we celebrate their contributions, it is crucial to recognize the ongoing struggles faced by LGBTQ+ individuals in Latin America and to continue supporting the efforts of activists who tirelessly advocate for a more equitable and accepting future.

Pide investiguen todos los ángulos en ataque a turista transexual…

El activista de derechos humanos Pedro Julio Serrano pidió, hoy, a las autoridades federales y estatales a que investiguen todos los ángulos en el ataque a una turista transexual el sábado en la tarde en Santurce.

«Este brutal ataque a una turista transexual es alarmante, por lo que pedimos tanto a la Policía como al FBI a que se investiguen todos los ángulos, incluyendo el de odio, por tratarse de una miembro de nuestras comunidades LGBTQ+. Sus protocolos exigen que así se investigue cada caso en contra de una persona LGBTQ+. Esperamos que cumplan con su deber y se haga justicia en este caso», aseveró Serrano.

Haces falta tú en la lucha por la equidad…

Columna para Pride

Nos han declarado la guerra. No la buscamos, ni la queremos; pero nos defenderemos. Sí, los fundamentalistas, liderados por Proyecto Indignidad, han determinado que están de cacería y vienen por la comunidad LGBTQ+ y las mujeres.

Durante todo este cuatrienio, con tantos problemas que aquejan al país, este grupúsculo fundamentalista se ha obsesionado enfermizamente con intentar quitar los derechos sexuales y reproductivos que con tanto sacrificio hemos logrado.

Lisie Burgos ha sido la encargada de atacar a la comunidad trans, con nueve medidas para intentar despojar de sus derechos a las personas trans, incluyendo desde ir al baño hasta participar en deportes. Así de absurda, pero peligrosa, es la agenda de Burgos en contra de las personas trans.

Por su parte, Rodríguez Veve se ha ensañado en contra de los derechos de las personas gestantes, con intento tras intento de ir socavando los derechos reproductivos. Hasta el momento, no han logrado su objetivo, pero está claro que van por más.

Si solo fuera Proyecto Indignidad, no bastaría para adelantar su agenda de odio; pero tienen cómplices en los partidos tradicionales, el PNP y el PPD. En su afán por pescar votos fundamentalistas que nunca abandonarán a Proyecto Dignidad, legisladores populares y penepés se han aliado a este movimiento fundamentalista en apoyar medidas anti-derechos.

Por todo esto y la amenaza real y temeraria que representa esta agenda de odio, es que más de 50 organizaciones —LGBTQ+ y profesionales— nos hemos unido en un frente para registrar votantes, derrotar a estos candidatos que pretenden socavar derechos y elegir aquellos que promuevan la equidad.

Además, estaremos identificando a los candidatos y candidatas que nos apoyan para votar por ellos y ellas, así como señalando a quienes queremos derrotados por ser enemigos de la equidad.

Este esfuerzo es multisectorial, transversal y dinámico. Quien quiera unirse, está a tiempo. Necesitamos de todas las personas y entidades posibles para adelantar un proyecto de país que sea inclusivo y que busque instrumentar la equidad.

Que lo sepan Proyecto Indignidad y sus secuaces, no vamos a dar ni un paso atrás en los derechos alcanzados. No descansaremos hasta lograr la equidad.

Gran Cierre del Mes de Orgullo el 29 de junio con Pride Rincón…

Los organizadores de Pride Rincón, la Parada de Orgullo LGBTQ+ de este municipio, anunciaron con entusiasmo la celebración de la cuarta edición del evento, que culminará en la plaza principal del pueblo este sábado, 29 de junio desde las 4pm. 

Por primera vez, gracias al apoyo del alcalde, Carlos López Bonilla y de los comerciantes del pueblo, este significativo evento se llevará a cabo en el corazón de nuestra comunidad, marcando un hito en nuestra historia local. 

Este año el Padrino del evento será el activista de derechos humanos, Pedro Julio Serrano, por su destacada labor a favor de la comunidad LGBTQ+ nacional e internacionalmente. 

A medida que el sol se ponga, el evento comenzará con una colorida parada que recorrerá desde el balneario hasta la plaza central, simbolizando la luz y el color que nuestra comunidad aporta al pueblo. 

Este año, el evento se enfocará en resaltar la diversidad y la riqueza cultural de la comunidad LGBTQ+ a través de un programa vibrante que incluirá música en vivo por las artistas invitadas Yaire y Melina León, así como arte, kioscos y actuaciones de DJ Xtasis y DJ René. Los eventos artísticos tendrán lugar a partir de las 6:30pm. 

“Desde su inicio, el evento ha crecido en magnitud e impacto, atrayendo no solo a residentes locales sino también a visitantes de otros países y municipios de Puerto Rico. Este año, al conmemorar la cuarta parada, recordamos y honramos los sacrificios de aquellos en la comunidad LGBTQ+ que han luchado contra el discrimen, la violencia y el ‘bullying’ para alcanzar la igualdad de derechos,” expresó Mily Soto del Comité Organizador, Pride Rincón 2024. 

Se invita a toda la comunidad a unirse a nosotros en esta celebración de amor, aceptación y orgullo. Juntos, no solo celebramos los logros obtenidos, sino que también reafirmamos nuestro compromiso con la lucha continua por la igualdad y la inclusión.

Celebrarán el Día de Orgullo Trans con los Trans Goofy Games…

Las organizadoras del Día de Orgullo Trans anunciaron, hoy, que celebrarán los Trans Goofy Games el próximo 14 de julio en el Parque Central de San Juan para conmemorar la lucha de esta comunidad por la equidad.

«Por cuarto año consecutivo, hemos decidido celebrar el Día del Orgullo Trans con unos juegos deportivos y comunitarios en el Parque Central de San Juan, con el apoyo del municipio, para celebrar quienes somos y la lucha que llevamos por la equidad», dijo Jennifer Orellana, presidenta del Colectivo Educar-T y Más, que está a cargo del Día del Orgullo Trans y los Trans Goofy Games.

El evento que se llevará a cabo el domingo 14 de julio en el Parque Central de San Juan contará con un desfile de cada grupo que competirá con sus respectivos mensajes a favor de la lucha trans. Este año, se honrarán tres mariscales de líderes comunitarios que aportan en la lucha por la comunidad trans.

«Este año homenajeamos a tres mariscales de nuestras comunidades. Vamos a reconocer a Kimberly Vázquez Arciliares por su destacada labor como activista trans por muchos años. De igual forma, honraremos a Edrimael Delgado, fundador de La BoriVogue por su contribución a la comunidad no binaria. Por último y no menos importante, destacaremos el liderato como un gran aliado de la comunidad trans al activista de derechos humanos, Pedro Julio Serrano», aseveró Ivana Fred, directora del Colectivo Educar-T y Más.

Además, tendrán competencias deportivas y amistosas para fomentar la unión de la comunidad, junto con refrigerios y alimentos para los competidores, así como la animación de AJ La Mole y Dragayasa Monique. Como si fuera poco, habrá mesas informativas de organizaciones comunitarias, pruebas de vih e its, así como se recogerán alimentos para animales para donar a los refugios y albergues.

«El evento comienza al mediodía el domingo 14 de julio en el Parque Central de San Juan, por lo que invitamos a toda la comunidad en general a darse cita para disfrutar de una sana competencia mientras llevamos mensajes a favor de la equidad, la justicia y la dignidad de las personas trans en Puerto Rico», concluyeron Orellana y Fred.
